      Steps to reproduce issue:

      1. Navigate to Guest site
      2. Inspect developer console
        • Expected result: No JavaScript errors occur
        • Actual result: JavaScript error occurs:
        • Error: Namespace "goog.string" already declared.

      3. Navigate to Site Administration > Navigation > Site Pages or Control Panel > Sites > Sites
      4. Click on [ + ] to add a site or page
      5. Select a template
        • Expected result: Modal pops up, providing a name field for user to populate
        • Actual result: No modal displays

      Note: The modal will display properly after a refresh on the select template page (for sites or pages).
