Can't create Basic Document in D&M repository

It's unable to create Basic Document in Repository while it's possible for subfolders. Tested with Alfresco.

Steps to reproduce:

1. Go to D&M of site with permissions to create content
2. Create repository
3. Go to repository
4. Try to add Basic Document

Actual result: It's unable to create Basic Document:

Expected: It's possible in the same way as with subfolder
