Form publication URL will sometimes fail to render on first navigation

Steps to Reproduce:

1. Create a form with a text field
2. Publish
3. Copy publication URL
4. Open a new Private window of the browser
5. Navigate to the URL

Expected Result:
Form will render on first user navigation.

Actual Result:
Form crashes ("Form is temporarily unavailable."). User must refresh the page.
