Saving an invalid workflow will replace default workflow Single Approver.

Steps to Reproduce

1. go to Control Panel > Configuration > Workflow
2. Click Add new workflow
3. Upload the attached invalid workflow definition
4. Click Save

 

 Expected result : The following should happen:

Published definition Single Approver still present, and Unpublished definition saved.

 Actual result : The following actually happens:

Published definition Single Approver isn't present, and Unpublished definition saved.
