As an OmniAdmin I would like to specify my own AntiSammy configuration file so that I don't need to maintain and keep in sync my own version of this module

I need to edit one line to have iframe allowed through AntiSammy. I don't wish to create a module to do this. The web UI under Control Panel > System Settings > Foundation > AntiSammy should allow me to upload an XML file or this file should be editable only for OmniAdmins using this page.
