Some permissions are not visible when using smaller screen size

Description:
When a user is using a screen with a smaller size or resolution, not all Permissions options are visible on screen and the scroll bar at the bottom is not visible unless you scroll all the way to the bottom. This presents a potential security risk since Administrators may not be aware that some permissions options are off-screen in the UI.

Steps to Reproduce:
1. Use a small screen resolution (1280x1024 e.g.) or make your browser window much smaller than full screen.
2. Add a portlet to any page.
3. Open the portlet's permissions window.

Expected Results:
Scroll bar at the bottom to scroll to additional available permissions should be visible.

Actual Results:
Scroll bar is not visible unless you scroll all the way to the bottom. This is a potential security risk as some administrators may be unaware that they are not viewing all available permissions when using the default UI on smaller screens.
