Validation fields should be required when you enable it

      Description

      Steps to Reproduce:

      1. Go to Liferay > Content > Forms
      2. Create a new Form
      3. Add a text field
      4. Enable Validation

      Expected Result:
      Validation fields should be required when you enable it

      Actual Result:
      It is possible to keep validation fields blank and save what may confusion while filling Form. Should user be able to submit a blank validation field? If user leaves a blank validation field, should see the error message? Doesn't make sense.
