Password policy notification doesn't inform an user properly

      Description

      Steps:

      1. Create new Password Policy (or edit the default one) by enabling Password Syntax
      2. Set syntax minimum upper case letter to 1 and save it
      3. Go to (User) > Account Settings > Password
      4. Try to set new password to something without any upper case letter (e.g asdf123)

      Actual result: Notification message is too general and it could be confusing for an user (e.g. if the user puts mix of numbers and letter, but no uppercase letter)

      Message: That password uses common words. Please enter a password that is harder to guess (i.e. contains a mix of numbers and letters).
      Expected result: Notification should inform an user what syntax is missing (minimum of upper case letters)

      Reproducible:

      • CentOS, MySQL 5.7, Tomcat 8.0.32 - Chrome, FF
      • 7.0.x Portal Master 365fa7c8a3, 7.0.5 GA6

      Fix priority: S3 + L3 = 3
