Knowledge base: unable to drag and drop folders

User can't drag and drop folders/articles in Knowledge base

Steps:

1. Navigate to site -> content -> knowledge base
2. Drag folder/article and try to move it

Expected result: User will be able to drag folders/articles and drop them in another folder. Same function works in content -> Bookmarks
Actual result: Folder can't be dragged.
