When a Guest user performs a search using the search portlet, a NoSuchResourceActionException is thrown.

Steps to Reproduce

1. Startup Liferay DXP
2. Navigate to the homepage as Guest
3. Search for 'test' using the Search Bar portlet

Expected results
No exceptions are shown in the log

Actual results
NoSuchResourceActionException is shown in the logs
