Admin can't see content of Message Boards after he imports threads from .lar file

Admin can't see content of Message Board after he imports threads that he exported before. Problem can be in permissions.
Another user (not admin) can see imported content.
 
There is also another bug in gif with not correctly uploaded permissions, will report it as another issue

 Steps:

1. Navigate to Content -> Message Boards
2. Create two threads, remove all permissions for one of them
3. Select Export/Import from kebab menu
4. At Export, tick "Export permissions" and hit Export. Download created file
5. Delete content of Message Boards
6. Select Export/Import -> Import
7. Upload file that you exported and downloaded before
8. Tick "Import permissions" and hit Import
9. When import is done, check Message Boards content
10. You can also try to create new thread as admin

Expected result: Threads are imported correctly and admin can see content
Actual result: Admin can't see content of Message Boards, even if he creates new thread

• CentOS, MySQL 5.6, Tomcat 9.0.6, FF 59.0.2
