Voting thumb up/down repetitively in one Message board thread icreases score

When user repetitively votes thumb up/down in single thread message, participation score is increasing after every thumb up or thumb down.

Steps:

1. Enable social activity for Message Boards in Site > Configuration > Social Activity
2. Enable social activity for Votes on a Message
3. Disable social activity for Reads a Message
4. Create Message Boards thread
5. Select thread
6. Thumb up message
7. Show points in User Statistics portlet
8. Thumb down message
9. Show points

Actual result: Points increased on every thumb down/up (see attached gif)
Expected: Points increased on first thumb up/down only

Tested & failed:
Server: CentOS, MySQL 5.6, Liferay master git id: 2018-05-04_ed46c3a63742b2849efdc9fb6bc26d4d53719620, Liferay 7.0.5 GA6
Client: Firefox, Chrome 66 (both Linux 64bit)

Priority: L2 + S2 = 2
