Blue line is not shown in Selected State of Management Bar

Description
There is a blue line at the bottom of the management toolbar that it's not been shown. You can check how it would be with the blue line added.

Steps to Reproduce

1. Product Menu > Content > Blogs
2. Publish a blog entry
3. Select the blog entry created in step 2
