Add extra spacing below permissions when using smaller screen size

Description:
When a user is using a screen with a smaller size or resolution, there needs to be extra spacing below the permissions tables.

Steps to Reproduce:
1. Use a small screen resolution (1280x1024 e.g.) or make your browser window much smaller than full screen.
2. Add a portlet to any page.
3. Open the portlet's permissions window.

Expected Results:
There is space below the permissions table.

Actual Results:
There is minimal space space below the permissions table on smaller screens.
