Support auto delete during auto anonymization

For some data, it makes more sense to just delete them instead of anonymizing them. For example, UserNotificationDelivery and UserNotificationEvent.

 

We'll be adding a new uad attribute to the service.xml to suuport auto delete during the auto-anonymization process so that implementers can easily specify which data type can be auto deleted.
