Look and Feel Config does not work with blank theme

Steps to reproduce:

 

• Created new theme through yeoman
• Gulp Deploy
• Selected blank theme
• open application's look and feel config
• Edit and hit save
• expected outcome: config saved
• actual outcome: config not saved & double click on save marks "General" as selected

Update:

Same function works on the alpha 1 but still does not work on the alpha 2
