Search bar portlet header partially obscured

Steps to reproduce:

1. Navigate to the default home page search bar portlet configuration window
2. Modify the "Destination Page" value to "search-test" and save
3. Navigate to default home page where the search bar portlet shows a message "This search bar is not visible to users yet..."
4. Hover over the search bar with your cursor

Expected result:
The "Search Bar" portlet header should pop up and be completely visible.

Actual result:
The "Search Bar" portlet header does pop up, but is partially obscured by the control menu. See attached screenshot.

Note: This does not happen once the search page is set correctly and the search bar is present.
