Field sidebar does not render Options fields

Steps to Reproduce:

1. Go to Content > Forms
2. Add a new Form
3. Drag and Drop "Select from List" field
4. View sidebar

Expected Result:
User is given Option fields to add field value options.

Actual Result:
Option fields do not render.

Workaround: Change to "From Data Provider" and then back to "Manually"
