<p> tags display when editing comments that are upgraded from 6.2

Steps to reproduce:

1. Start 6.2 bundle
2. Add a document or any asset you can add a comment on
3. Add comment to document
4. Upgrade to 7.1
5. Start 7.1 bundle
6. Edit comment that was added in 6.2

Expected results: Comment was edited successfully, with no html tags displaying in comments
Actual results: <p> tags are added. It's added when editing a comment that was added before upgrade. If you add a comment post upgrade and edit it, the tags won't appear.

Reproduced on:
Tomcat 9.0.6 + MySQL 5.7
