Description
When there is only one tab within a navbar. It makes no sense to have tabs...

This issue can be reproduced in every portlet supporting configuration templates. Next you can find the steps to reproduce it using Knowledge Base as an example portlet.

Steps to Reproduce

1. Add Knowledge Base Article widget
2. Click on Configuration Templates within the widget menu
