Description

The portlet border disappears when the Look and Feel contains the borderless/barebones decorator and the user mouse over the options.

Steps to reproduce

1. Start up DXP
2. Add a web content display portlet to a page
3. Go to [Options] --> Look and Feel Configuration and verify that Application Decorators is set to Decorate
4. Go back to [Options] and mouse over Look and Feel Configuration. Verify that the border of the portlet connected to the portlet topper remains
5. Change the Application Decorator to Borderless or Barebone
6. Go back to [Options] and mouse over Look and Feel Configuration

Results of Testing

Expected Results:
The border of the portlet connected to the portlet topper remains

Actual Results:
While the portlet topper remains, the border connected to it disappears
