Steps to reproduce:

1. Add search bar and search results portlets to a page

Expected Result: Search results portlet is grayed out until a search is performed (regardless of if there are results).

Actual Result: Search results portlet isn't grayed out.

Reproduced on:
Tomcat 9.0.6 + MySQL 5.7.22
