Searching permissions always gives message "0 results" regardless of result count

Steps to Reproduce:

1. Go to Welcome page
2. Add a "Web Content Display" widget
3. Go to "Permissions for the widget
4. Search for "Guest"

Expected Result:
User is given message, "1 result found for Guest"

Actual Result:
User is given message, "0 result found for Guest". Guest permissions are displayed.

This occurs on any of the Permissions modals. (Reproduced also with a Form Instance, Blog Entry)
