Web Content link redirects to Staging instead of Live

Steps to reproduce:

1. Make sure Local Staging is enabled
2. Make sure you have at least two pages for your site
3. Add a new Web Content and link a layout in its Content
4. Publish to live and click the reference in its content

Expected behavior:

• The link in Live redirects you to layout in Live version

Actual behavior:

• The link in Live redirects you to layout in Staging

Priority: S3 + L3 = 3
