In "Select" Field at Dynamic Data List, user can't select different choices for different languages

Steps:

1. Navigate to Dynamic Data List
2. Create new DDL
3. Add new Data definition with "Select" Field, localizable is defaultly YES
4. Add record to created DDL

Expected result: User can choose different choices for different languages
Actual result: User can not choose different choices for different languages

Reproducible:

• CentOS, MySQL 5.6, Tomcat 9.0.6, FF 59.0.2
