Steps to Reproduce:
1. Start up DXP
2. Deploy modified fjord-theme.war attached to this ticket
3. Create a new site
4. Add a new Public Page
5. Enable browser console
6. Change current theme to Fjord Theme
7. Refresh the page
Expected Behavior: No browser errors are thrown
Actual Behavior: Browser errors are thrown: Uncaught ReferenceError: CKEDITOR is not defined
