Steps to reproduce:

1. Navigate to Build > Pages
2. Click on the actions dropdown associated with the Welcome page (or any page that is created)

Expected result:
Orphan Portlets or some equivalent text (Orphan Widgets, etc.) appears.

Actual result:
orphan-portlets appears.

Reproduced on:
Tomcat 9.0.6 + MySQL 5.7.
