Buttons are missing when creating web content based on a Global structure that the default value is edited

Steps to Reproduce:

1. Go to Global site > Content > Web Content.
2. Create a structure with a text field and a template for it.
3. Click the ellipsis icon of the structure and click Edit Default Values.
4. Edit the default value of the text field.
5. Go to Liferay site > Content > Web Content.
6. Click plus button and select the new created Global Structure.

Expected Results:
There should be Publish, Save as Draft, Cancel buttons at the bottom of the page.

Actual Results:
The three buttons are missing.
