CKEditor latest UI is broken in 6.2

Reproduction steps:

1) Set up a vanilla 6.2 sp 20 with ckeditor as primary editor
2) Login as admin
3) Add Basic Web Content
4) Issue isn't reproducible
5) Applying editor.ckeditor.version=latest in portal-ext.properties
6) Restart portal
7) Edit or recreate a webcontent
8) Issue reproducible

Expected:

The interface should be presented with the correct UI buttons

Actual behavior:

The interface looks like with buttons with keyboard combinations.
 Both are visible also in attached .mov files.
