Users who can access to Message Boards in Site Administration will see the "Banned Users" navigation even though they don't have permission to BAN_USERS

Message Boards in Site Administration has a navigation that reads "Banned Users" intended to manage ban users in message boards. 

That navigation link is now visible to everyone who can actually see Message Boards portlet in Site Administration. However, if the user doesn't have the BAN USER permission, he will get an error when navigating to that section.

We should prevent that not displaying the navigation if the user doesn't have permission to BAN USERS.
