Different soy tags like clay:management-toolbar don't get translated content when rendered server-side, causing a flickering effect.

Steps to reproduce:

Navigate to Contents > Web Content

Current result:

The management toolbar label flickers from filter-and-order and Filter and Order. Refresh if necessary to see the effect

Expected result:

No flickering happens, content is properly translated on the server and matches that of the client.
