Steps to reproduce issue:

1. Navigate to Site Administration > Content > Web Content
2. Add a web content article
3. Navigate to a page
4. Add a web content display portlet
5. Configure the Web Content Display portlet to display the added web content article
6. Open the Web Content Display portlet's Look and Feel configuration
7. Configure Application Decorator to "Barebone"
8. Save Look and Feel Configuration
9. Refresh the page
10. Mouse over the page

Expected result: Article kebab menu displays above the article, but the article does not change position to accommodate the kebab menu
Actual result: Article kebab menu displays article above the article, but the article is shifted down to accommodate the kebab menu.
