User cannot see Blank Site as an available Site Template when creating a new site

Description
Blank Site is missing from list of available templates. It could be a Windows issue, but likely not. These two commits are most likely for the cause (Blank Site Template probably failed to initialize or is referenced wrong)

Steps to Reproduce

1. Navigate to Control Panel > Sites  > Sites
2. Create a Blank Page

Expected Result
You can see Blank Site

Actual Result
You can't.

Reproduced on:
Tomcat 9.0.6 + MySQL 5.7
