Steps to reproduce:

1. Navigate to Page Fragments
2. Create fragment collection and create a fragment
3. Go to Pages > Display Pages
4. Create a display page
5. Click Available or Mapping

Expected result:
User should be able to map or add fragments.

Actual result:
Available and mapping are not clickable.
