Web Content links to portal pages are generated with the full URL, which is incorrect because the domain or IP may change. This, among others, causes a staging bug when publishing this kind of links to live.
Reproduction steps:
1. Create a site "S".
2. Configure "S" to use local live staging.
3. Create a page "P" in "S".
4. Create a webcontent "WC" and generate a link to "P".
5. Use a web content display to display "WC" in "P".
6. Check href attribute of the link.
7. Publish "WC" and "P" to live.
8. Go to live version of "P".
9. Check href attribute of the link.
Expected result : link redirects to live version of "P"
Current result : link is not changed and it still redirects to staged version of "P".
