Form language selector will still show unavailable language if language is removed from portal

Steps to Reproduce

1. Go to Content > Forms
2. Add a new form
3. Add a text field
4. Add a translation for "Spanish (Spain)"
5. Translate field label
6. Publish form
7. Copy Publication URL
8. Go to Control Panel > Configuration > Instance settings > Miscellaneous
9. Remove "Spanish (Spain)" from current available translations
10. Go to Form Publication URL
11. Click on user language selector

Expected Result:
Language selector only shows available Portal lanuages

Actual Result:
User can see non-available language.

Note: Selecting the language has no affect.
