Deleting an item from a navigation menu from the Navigation Menu widget deletes the underlying page instead of the menu item

Steps to reproduce

1. Login as an administrator
2. Create a site that uses a theme that supports deleting items from the Navigation menu. For example Fjord.
3. Go to a page which has the Navigation Menu widget showing several menu items that refer to a page
4. Click the x icon to delete a menu item

Expected 

The menu item should be deleted, but not the page that it refers to.

Actual

The page referred to by the menu item is deleted.
