Widget header toolbar icons extends past widget borders if the widget is small

Reproduced on:
Tomcat 9.0.6 + MySQL 5.7. Portal master GIT ID: d02a6f210248eefe50ec34c21b84cdb7a546d061.

Steps to reproduce:

1. Navigate to the default welcome page and mouse over the navigation menu widget

Expected result:
The plus and ellipsis icon should stay within the widget header borders.

Actual result:
The ellipsis icon will be outside the widget borders.
