HTTP Status 400 - Bad Request error is shown when refreshing page in Control Panel

This issue happens when user tries to refresh page by clicking into search field and pressing Enter. If user tries to refresh page with CTRL + R or through refresh button, this issue does not happen. Only reproducible on Firefox ESR (52.8.0 64-bit is my version), on Chrome page refreshes correctly. Staging turned on should not effect anything.

Steps:

1. Go to Control Panel, here you can choose whatever you want
2. Refresh the page by clicking into search field and pressing Enter

Actual result: HTTP Status 400 - Bad Request error is shown.
Expected: Page should be refreshed.

Reproducible:

• CentOS, MySQL 5.7, Tomcat 9, FF ESR 52.8.0 64-bit
• 7.1.x Master git #c1eb2f719b2cbaee14ee2292cd38d5fc79e03342
