Translated Text not showing for Fragments

When editing Display Pages, the header on the right hand side bar "Fragments" is never translated. The Language_xx.properties files do contain translations for the key "fragments", for instance: https://github.com/liferay/liferay-portal/blob/master/modules/apps/fragment/fragment-item-selector-web/src/main/resources/content/Language_ja.properties#L2, but the text does not show up when working with a language other than English (verified on Japanese and French). We should be showing the translated text successfully.
