Steps:
Add site
Add page
Enable local staging
Add webcontent display widget to page
Create a webcontent
Add webcontent to WCD
Publish
Move WC to bin
Delete WC from recycle bin
Simple publish

Actual:
Failure : no journal article exists with primary key

Expected:
Publication is successful
