Can't Publish to Live after upgrade

When user wants to Publish content from staging to live with content added to staging before upgrade, upgrade fails.

Steps to reproduce:

1. In 6.2, enable staging for all content in any page
2. Add content (e.g. D&M document)
3. Upgrade to 7.1 beta2 via db upgrade
4. Try to Publish to Live staged content in 7.1 upgraded and running

Actual result: Publishing unsuccessful (error on attached image)
Expected: Publishing successful

Tested and failed:
Upgraded from: Liferay 6.2 EE, Oracle 12c
To: Liferay 7.1 beta 2, Oracle 12c
via portal-tools-db-upgrade-client tool

Priority: L4 + S4 = 5
