Description
When an image is selected in web content, the drag handles are displayed. If the user scrolls while the image is selected and the drag handles are visible, the drag handles will remain in their location while the screen scrolls. If the drag handles are interacted with, the image will be resized displaying a "ghost" of the image.
Not reproducible in IE since browser uses a different dragResize plugin.
Steps to Reproduce
1) Using Google Chrome/Firefox/Edge, add a web content display portlet to a page
2) Add a new web content article through the display portlet
3) Add an image to the content and select it to bring the drag handles up
4) Using the scrollbar or scroll wheel on mouse to scroll up and down on the editor window
Expected Results
The drag handles remain with the image as scrolling occurs.
Actual Results
The drag handles stay on the screen as scrolling occurs and image can be resized with them.
