On Remote Staging Web Content can not use not staged DM file entry

Steps to reproduce:

1. Enable Remote Staging (Documents and Media is not staged)
2. Embedded file entry in content
3. create a web content with a file uploaded to the content field

Expected behavior:

You can choose your DM file

Actual behavior:

You can not choose your DM file ( Document Selector is temporarily unavailable. )

Priority: L3 + S3 = 3

Reproducible:
CentOS, MySQL 5.7, Tomcat 9, Google Chrome 66.0.3359.181
