Add button in Body/content not rendering correctly

Steps:

1. Create public page in Liferay 6.1.30
2. Insert inside message board portlet
3. Upgrade Liferay to 7.1 beta 2 via portal-tools-db-upgrade-client
4. Try to create new thread in message board portlet, click into body field

Expected results: Button on left is rendered as '+' and after click it shows Image icon

Actual result: Button contains bunch of '?' , however functionality is correct

Tested & failed:
Upgraded from: Liferay 6.1.30 EE, mysql 5.5
To: Liferay 7.1 beta 2, mysql 5.7
via portal-tools-db-upgrade-client tool
