The style for Collaboration portlet titles is different when the application decorator is changed to Borderless

I think what happened here was that the new styling for the portlet header for 7.1 was applied for the decorated (default) look of the widget but not for the other options.

This affects: Wiki, Message Boards, Documents and Media

Steps to reproduce

1. Add a message boards widget
2. Assert portlet title is in all caps: MESSAGE BOARDS
3. Click on portlet configuration > Look and Feel
4. Select Borderless application decorator and save
5. Refresh Page

Expected result:
The all caps portlet title does not change.

Actual result:
MESSAGE BOARDS becomes Message Boards, which is the styling from 7.0 DXP.

Also, the text for Message Boards is slightly cut off by its wrapper.

Reproduced on:
Tomcat 9.0.6 + MySQL 5.7.
