Steps to Reproduce:

1. Import the attached mysql database from 7.0.10.7 with the following workflow configuration:
   • 
2. Upgrade to master-private/7.1-private
3. Start upgraded portal
4. Go to Control Panel > Configuration > Workflow > Schemes
5. View available options for Workflow definition assignments

Expected Result:
User can only selected the most recent and published version of the definition.

Actual Result:
User can see and select multiple versions of the same definition, no version information is provided.
