Duplicated Workflow isn't duplicated correctly

Steps:

1. Navigate to Control panel -> Configuration -> Workflow
2. Single Approver should be present. From action menu, make duplicate of it
3. Open both - original and duplicate in edit window
4. Click on State node in diagram (name=approved)
5. Open Actions
6. Compare Scripts

Expected result: Duplicate contains Scripts that were present in original version
Actual result: Duplicate doesn't contain content of original Scripts which leads to different functionality (content can't be approved)

• CentOS, MySQL 5.6, Tomcat 9.0.6, FF 60
• DXP 7.1-b3-20180611120257571
