DM Basic Document can not cancel checkout when checked out on Local Staging

Steps to reproduce:

1. Create DM entry with Basic Document
2. DM is checked out
3. Enable Local Staging
4. Cancel checkout

Expected behavior:

DM entry checkout is canceled

Actual behavior:

DM entry can not cancel checkout through "Cancel checkout"

Priority:

S3 + L2 = 3

Reproducible:
CentOS, MySQL 5.7, Tomcat 9, Google Chrome 66.0.3359.181
