Labels for page layouts are missing in Internet Explorer

Steps to reproduce issue:

1. Navigate to Welcome page
2. Click cog icon in Control Menu
3. View the various layouts

Expected result: Layout labels are present
Actual result: Layout labels are not present

Note: This only happens when the browser is expanded to desktop width

Tomcat 9.0.6 + MySQL 5.7
